The risk of floods is one of the factors to be considered when planning, due to the serious consequences that ignorance can have. In Valencia, this risk is regulated by a Territorial Action Plan, in force for more than ten years, which defines the areas likely to be flooded. However, the use of that plan has revealed its shortcomings and mistakes, making revision necessary. Since this was started last year by the Regional Administration, it has been found that the information provided by the new Territorial Action Plan is equally flawed with deficiencies and cannot be compared with the analysis of watersheds made by the competent Ministry. This motivates the present authors to propose the abolition of the Valencian Regional Action Plan and the referral to the directives issued by the central State Administration.
