AUG-ARQUITECTOS, SLP has delivered the Consolidated Planning Text to the City Council of Cortes de Arenoso (Castellón), consolidating itself as the leading company in the preparation of this type of work, since in 202 the General Directorate of Urban Planning of the Valencian government promoted the updating and homogenization of the planning through the formula of drafting Consolidated Texts. This consolidation must be done following certain premises and criteria and once done, it allows the Administration, companies and individuals to access a homogenized planning in its appearance and prepared on highly precise digitalized bases.
Unlike the other Consolidated Texts, which correspond to larger towns or with more complex planning, in this case the small size of the town (with just over 100 inhabitants) and the limited experience in urban planning did not allow the drafting of the Consolidated Text to be done with public aid, so the total cost of the work has been assumed by the city council. This demonstrates the commitment of the municipal corporation to offer quality, transparent and accessible urban planning.
To prepare the cartography of the Consolidated Text, the 1/5,000 scale base of the Valencian Cartographic Institute has been used, to which a digital model of the terrain has been superimposed with contour lines every metre and a shadow map. This has allowed not only to improve the quality of the cartographic base of the structural planning plans, but to generate the new plans at a scale of 1/5000, compared to the previous scale (1/10,000). For the urban centres of Cortes de Arenoso and San Vicente, the city council commissioned a drone flight in 2022 and, based on it, a photogrammetric restitution that has been used to prepare the new detailed planning plans. The rigour, precision and timeliness of the new base for the urban centres was a pending issue in the case of San Vicente, since the previous work base for this town was very precarious and presented significant imbalances.
With the new Consolidated Planning Text, Cortes de Arenoso becomes the first town with less than a thousand inhabitants in the province of Castellón to equip itself with an instrument of this type, demonstrating that the isolation and small size of the population are not an obstacle if there is a will to work with rigour and transparency.
