The Alpuente City Council (Valencia), in a session held on August 8, 2023, agreed to approve the Final Proposal of the Master Plan and the referral to the Territorial Urban Planning Commission of Valencia, for final approval. With this procedure, a decisive step is taken in the processing of the plan, characterized by the difficulty of organizing a rich, complex territory where multiple villages of historical origin are distributed. This disparity of urban centers, the existence of different protection figures of the Natura 2000 Network and the heritage wealth, determined the need to make an enormous effort on the part of the different agents involved (writing team, city council and the different Administrations in charge of the supervision and review of the plan).
One of the differentiating elements of this plan, which was presented by the drafting team together with the Final Proposal of the Detailed Planning Plan (of municipal approval subordinated to the approval of the Master Plan) has been the implementation, for the first time in the Valencian Community , of article 231.bis of the Consolidated Text of the Territorial Planning, Urban Planning and Landscape Law. This article facilitates the rehabilitation and recovery of traditional rural centers or vernacular architecture, whose presence has a special importance in the organized territory. The implementation of this article within the framework of the Master Plan and under the protection of its processing, will allow the Alpuente City Council to have a powerful and effective tool to internally manage the restoration proposals that are presented in the future (once the Master Plan is approved). by the direct municipal license regime, thus avoiding the intervention of supralocal organizations.
The promoters and drafters of the plan trust that the substantive body, once it receives the Master Plan, will act with agility and diligence, facilitating the approval of an urban planning instrument that is the result of a delicate and great effort, developed over many years by a multidisciplinary team. of professionals.
