The Association of Urban Architects of the Valencian Community, part of the Official College of Architects of the Valencian Community, has organized a basic level introductory course to urban planning that will take place in four days, spread over Alicante, Castellón and Valencia. At the conference held at the Castellón College of Architects on September 28, 2021, one of the two speakers was the urban architect Víctor García Gil, who presented a presentation dedicated to the Sectors Distribution Areas, and the Execution Unit, in the first part, and the sectorial affections, in the second part.
The Sectors Distribution Areas and Execution Unit are classic tools of urban planning, whose origin dates back to the modification of the Land Law of 1956, which was approved in 1975. It is, therefore, a set of deeply established concepts and that have been consolidated in successive urban planning laws. These concepts are aimed at guaranteeing the fair distribution of benefits and burdens, the participation of the community in urban capital gains and the active prevention of speculation. They also allow executing planning forecasts.
Sectoral conditions in planning and ordinary municipal management constitute a complex network of norms and provisions whose observance and knowledge is unavoidable for professionals in the sector (architects and lawyers, mainly) in order to avoid potentially litigious situations.
